中新网评:处理核污水绝不是日本自家私事******
中新网北京1月19日电(蒋鲤)日本政府近日称,将于2023年春夏期间开始向海洋排放经过处理的福岛第一核电站核污水。日本罔顾国内民众及周边国家的屡屡反对,企图将核污水“一倒了之”,把一件关乎全球海洋生态环境和公众健康的事当成了自家私事。
资料图:日本福岛第一核电站。2011年,福岛核电站事故发生后,大量放射性物质泄漏到大气层和太平洋,对周围环境造成了难以逆转的伤害,数十万人被迫撤离该地区。时至今日,作为日本邻国之一的韩国仍未解除福岛海鲜禁令。
日本以核污水存储能力即将达到上限为由,在2021年4月13日,正式决定将福岛第一核电站核污水排入太平洋。过去一年多,日本政府和东京电力公司一直在持续推进核污水排海计划。
日本政府辩称,这些核污水经多核素处理系统(ALPS)处理后很安全,甚至“可以喝”,这样的表态无疑在愚弄大众。
事实上,经过处理的核污水仍含有多种放射性物质,核污水一旦排放入海就无法回收,长期来看,将会给海洋生态带来难以估量的潜在威胁,最终危害人类健康。
因此,核污水排海计划推出后,遭到日本民众强烈反对。日本《朝日新闻》2022年3月公布的问卷调查显示,福岛县、宫城县和岩手县受访的42个市町村长中,约六成反对东京电力公司福岛第一核电站核污水排放入海。日本全国渔业协会联合会也多次申明立场,反对该计划。
日本政府认为,核污水排海是最便宜、最省事的解决方案,但此举却将周边国家乃至全世界置于核污染风险中。太平洋非日本一家之海,核污水会随着洋流流动,其影响势必会跨越国界,危害周边国家乃至整个国际社会的公共福祉和利益。
《韩国经济新闻》发文称,相关研究认为,福岛核污水如果排放入海,约7个月后将到达济州等韩国海域,该国水产业和旅游业将遭受相当大的损失。
德国南极海洋机构也曾发出警告,若日本将所有核污水排入海中,不到半年,整个太平洋都将面临高度辐射威胁,包括远在大洋另一端的美国。太平洋地区人民更是对日本该计划持反对意见。
日本作为《联合国海洋法公约》缔约国,有义务保护海洋环境。然而,在核污水排海方案的正当性、核污水数据的可靠性、净化装置的有效性、环境影响的不确定性等问题上,日本未能作出科学、可信的说明。
国际原子能机构技术工作组虽已三次赴日实地考察评估,但尚未就日排海方案的安全性给出结论,并且对日本提出诸多澄清要求和整改意见。在此情况下,日本仍执意推进核污水排海工程建设,这是极不负责任的行为。
太平洋不是日本的下水道,日本必须正视各方合理关切,在与周边国家等相关利益方和国际原子能机构充分协商后,制定合理的核污水处理方案。日本也要着眼长远,若只顾眼前,执意将核污水排放入海,不仅其自身,周边国家乃至全世界都将为之买单,其后果必将会危害数代人。
Fukushima water disposal by no means Japan’s own business

(ECNS) -- Japan has announced it will release treated wastewater from the wrecked Fukushima Daiichi Nuclear Power Plant into the Pacific Ocean this year.
Although Fukushima wastewater disposal affects global marine ecological environment protection and public health, Japan has turned a deaf ear to domestic and international opposition to dumping the contaminated water into the sea, treating the "global" matter as its own business.
The Fukushima accident in 2011 had sent large quantities of radiation into the atmosphere and the Pacific Ocean, causing irreversible damage to the surrounding environment, and hundreds of thousands of people were forced to evacuate the area. South Korea still maintains its import ban on Japanese seafood from areas affected by the Fukushima nuclear disaster.
On April 13, 2021, Japan announced it had decided to discharge contaminated radioactive wastewater in Fukushima Prefecture into the sea due to dwindling storage space, with the Japanese government and plant operator Tokyo Electric Power Company Holdings Inc. promoting the release plan over the past year.
The Japanese government argues that the water treated by an advanced liquid processing system, or ALPS, is safe and drinkable, which is undoubtedly fooling the public.
In fact, the treated wastewater still includes a variety of radioactive substances and can’t be recycled once discharged into the sea, which will pose a great threat to marine ecology and ultimately endanger human health in the long run.
Therefore, the discharge plan has been strongly opposed in Japan. According to a questionnaire conducted by The Asahi Shimbun, nearly 60 percent of mayors of 42 municipalities in Iwate, Miyagi and Fukushima prefectures oppose the discharge plan. The National Fisheries Cooperative Federation of Japan has also repeatedly stated its opposition in public.
The Japanese government believes that dumping Fukushima wastewater into the sea is the cheapest and most convenient solution, but neighboring countries and even the whole world will be at risk of nuclear pollution.
The Pacific Ocean doesn’t belong to Japan and the wastewater flow along oceanic currents will surely break boundaries and endanger public welfare and the interests of neighboring countries and even the international community.
The Korea Economic Daily reported that related research concluded that if contaminated water from Fukushima is released into the ocean, it would only take seven months for the contaminated water to reach the shores of Jeju Island, with the country's aquaculture and tourism suffering considerable losses.
According to the calculation of a German marine scientific research institute, radioactive materials will spread to most of the Pacific Ocean within half a year from the date of discharge, and the U.S. and Canada will be affected by nuclear pollution. People in the Pacific region also oppose the discharge plan.
As a participant of the United Nations Convention on the Law of the Sea, Japan has the obligation of protecting the marine environment.
However, it hasn’t offered a full and convincing explanation on issues like the legitimacy of the discharge plan, the reliability of data on the nuclear-contaminated water, the efficacy of the treatment system or the uncertainty of environmental impact.
Though the IAEA has yet to complete a comprehensive review after three investigations in Japan, the Japanese side has been pushing through the approval process for its discharge plan and even started building facilities for the discharge. It is rather irresponsible for Japan to act against public opinion at home and concerns abroad.
The Pacific Ocean is not a private Japanese sewer. The country must seriously heed the voices of the international community and make a reasonable plan for the Fukushima wastewater disposal after full consultation with stakeholders and international agencies.
If it only seeks instant interest and insists on discharging the contaminated water into the sea, not only itself, but also its neighboring countries and the entire world will pay for the decision and several generations will be forced to bear the consequence.
上门做饭、代收垃圾、收纳整理……“懒人经济”市场火爆****** 上门做饭、代收垃圾、收纳整理…… “懒人经济”市场火爆,务工者迎就业新机遇 本报记者 张嫱 本报通讯员 李冉 不想打扫卫生,又希望家中干净整洁;不想做饭,又想在家里吃到可口的饭菜……由于生活压力的加重、生活节奏的加快,越来越多年轻人倾向于花钱“买服务”来提升生活幸福指数,“懒人经济”因此走进大众视野。今年春节期间,上门做饭等服务更是异常火爆。 随着“懒人经济”的快速发展,衍生出了许多新兴的行业,随之也带来了一系列就业热潮,为农民工群体提供了更多的就业机遇。 “懒人经济”愈发火热 来自山东潍坊农村的85后王岳,已拥有3年“跑龄”。据他介绍,外卖跑腿,可以根据自己的个人意愿接单跑活,为用户提供一对一服务,每单的平均配送时间大约在30分钟左右,一天大约跑十几单,一个月收入在8000元以上,时间上可控且比较自由。 随着“懒人经济”的持续升温,越来越多的农民工获得新的就业机会,跑腿送货、上门做饭成了农民工就业、打拼的新方向。王岳告诉记者,他刚接触这个行业时,周围从业者年龄大多在40岁以上。当下,跑腿从业人员趋于年轻化,不少农民工选择加入“跑腿”行业,上手快,入行简单,时间可控,只要吃苦耐劳,收入水平可观。 在互联网经济的助力下,一批新兴的针对“懒人”的服务行业正在加速发展。农民工群体不断为“懒人经济”涌入新鲜血液,一方面可以通过“懒人经济”催生的新职业找到合适自己的新就业机会,另一方面也可以去挖掘新需求,为自己寻找发展的新机遇。 “我之前一直在餐厅做服务员,经常需要凌晨才能下班。后来偶然的机会接触到了家政行业,感觉市场需求很大,我便转行进入了家政服务业。”来自黑龙江鹤岗的90后黄凤告诉记者,转行家政后,她根据客户需求不断学习清洗油烟机、清洗地暖等细分服务所需要的技能,成为金牌家政服务员,找她的顾客越来越多。 “懒人经济”的版图不断扩大 “花钱买便利”的背后,是社会水平不断提升,社会分工不断走向精细化、专业化。“懒人经济”不仅提供了效率与便利,还促进了社会分工细化和消费转型。以“懒人经济”衍生出来的各种便捷服务为切入点,收纳整理师、上门美甲师、遛狗师、代收垃圾网约工、上门做饭钟点工等新职业不断涌现,涉及外卖、家政、美妆、按摩等领域。这些前所未闻的便利服务,如今早已屡见不鲜。 为了追赶“懒人经济”的红利,相关家政行业紧抓消费者的心理需求,提供的服务内容也随之丰富起来,将家庭服务品类层层细分。 “以保洁为例,我们除了提供日常家务保洁外,还增加了收纳整理、软装除螨清洁、冰箱等家庭电器消毒清洁细分等服务。为让更多家庭享受高品质生活,我们逐步向育儿、营养、家教、护理、保健等全方位服务扩展。”来自山东青岛的家政公司负责人刘韬向记者介绍。 从市场形势看,市场对家政服务的需求与日俱增,呈多元化发展,给农民工群体带来了巨大的就业空间。据相关数据显示,家政行业平均工资持增长态势,2021年家政行业平均工资为6972元,相比2020年增长了约21.2%,家政行业从业人员以农村妇女为主,40岁以上人群居多。与此同时,家政行业职业稳定性强,知识型家政阿姨高薪日渐走俏。 各方权益保护应成关注要点 “懒人经济”目前处于飞速增长的时期,消费者的习惯已基本养成,大多数用户追求的并不是“一次性”服务,更多的开始要求定期上门服务。相关专家表示,对于从业者而言,既要面临在制造业和服务业转型升级过程中所带来的就业结构调整,又要适应新业态、新岗位和新工作模式所带来的技术更新要求,“进入新兴职业一定要清晰自己的职业规划,对想要从事的新兴职业的成长前景与发展空间需要进行深入的思考和慎重的选择。” 刘韬认为,“现在大多数从业人员素质和技能存在‘短板’,制约了家政服务质量的提高。因此,公司为从业人员增加了系统的教育培训和实操练习,进一步加强他们的文化知识、健康习惯、专业知识等技能提升,还可以通过考取职业资格证等方式来增加收入。” “懒人”服务在给消费者带来便利的同时,仍面临消费者抱怨服务体验不佳、服务态度不好等售后问题。不少消费者也担忧,上门服务意味着要让陌生人进入家中,隐私等诸多安全性问题也不容忽视。 业内人士认为,各方的权益保护应该成为关注要点。一方面,消费者应当维护自身的信息安全,通过正规渠道或经营规范、信誉较好的平台选择服务。另一方面,对于上门类的从业人员,在服务过程中,应该保存好服务证据,以免产生纠纷。此外,提供上门服务的平台应提前对上门服务人员资料进行严格审核,消费者也有权对服务人员的服务水平进行评价,相关评价与服务人员的服务信用挂钩。 中国网客户端 国家重点新闻网站,9语种权威发布 |
